School Board Ratifies Agreement with Administrator’s Union
Protracted negotiations have finally produced an agreement between the Huntington School District and the District School Principal’s Association, which represents building and district level administrators.
School Board members approved a memorandum of agreement between the parties for a contract retroactive to July 1, 2006 and continuing through June 30, 2010. Salaries will increase in each of the four years by a respective four, four, three and three percent. Longevity steps will also be increased by the same annual percentage amount.
A new paragraph added to the contract concerning professional development states:
“Principals may be directed by the Superintendent of Schools to attend such conferences, workshops and programs as the Superintendent deems necessary to ensure a principal’s continued professional growth. To the extent that said conferences, etc. are held on days when principals are not required to work, they shall be compensated for such attendance at their daily rate of pay or appropriate pro-rata portion, thereof. The tuition costs associated with such conferences, workshops and programs shall be paid by the District.”
Another new paragraph was added concerning administrative responsibilities. It states:
“Effective for the 07/08 school year and thereafter, principals shall be required to prepare and deliver up to four hours of staff development programs annually and the preparation time related thereto, without any additional compensation. Principals shall also be required to deliver up to four additional hours of staff development programs annually and the preparation time related thereto, for which they will be paid at the rate of $75 per hour for preparation and delivery of such program.”
The terms of the new agreement include a clause increasing the work year by one day. Another new section addresses the right of administrators “to see and sign all material placed in his or her individual personnel folder, with the sole exception that all pre-hire material, both documents and letters, shall be treated as confidential; each such paper shall be conspicuously numbered, and a corresponding number inserted on a log which shall be kept in such file.”
This same “personnel file” section of the contract gives administrators “the right to submit a written answer to all post-hire material, and his/her answer shall be reviewed by the Superintendent and included in the file material.
The memorandum of agreement was signed by Superintendent John J. Finello on behalf of the School Board and DSPA officers Vicki Mingin, Carmela Leonardi and Georgia D. McCarthy. The contract is now in effect after approval by DSPA members and trustees.
